[BUG/BALANCE] A bridge to somewhere

I get that the watermill being a Kingdom only building is a design choice. However I believe there may be an unintended consequence in that the Kingdom can use a docks & the watermill to bridge a river with their cities.  This is done by building one of them on the city side, the next building then can be placed on the opposite bank of the river. For example:

Docks first.

Before

Then watermill.

After

Which lets me then carry on building to potentially connect that Earth Node & build a Lumber mill in the forest. Neither option would be available to a Empire faction.

They're both available to kingdoms, and I have done this in my current game.

Side effect of the goofy 'move units across entire 6 square long city' issue :|

The entire city/unit movement stuff needs to be rethought.

Actually, perhaps bridges should be an option for cities near river tiles :p

As it is, cities can get too easily hemmed in by rivers, completely halting expansion.

Yah - if they're not going to allow cities to organically expand across rivers, they ought to include a bridge improvement.
