[Bug][v1.1] Resources outside of influence

Probably been reported, but searching this forum....

You can build on resources outside your area of influence.  It'll subtract the resources and then remove the in progress build when you hit end turn.  I didn't actually mean to click on the dithered build icon, and will solve this by making sure not to do so in the future...

Yes, probably similar to the pre - 1.09 affect when you go to certain quest villages and a zone of influence would from around it.  Then I could develop a resource time within this zone.  But as soon as the quest is finished, the zone dissapears, and so does the 'developed' resource tile. Resources spent on the tile are lost.
