By the way, I noticed that under the new voting system there's been a few ties. From reading, I assume that a tie means the proposal won't go into effect? Or will it?
I guess it depends. I've considered myself the tie breaking vote, but with the understanding that a tie vote means the issue requires further consideration. For example, we can look at three previous tied votes.
1) Navigation Center on Exterra. With the voting tied, I went with my strong inclination to build it. There really wasn't strong opposition voiced, to my recall, and no alternative was pushed.
2) Spending proposals. We had a tie between two proposals that came when we were discussing the silliness of micromanaging spending. It worked out, since the best spending plan ended up at the half-way point between the two proposals. Compromise at its finest.
3) The Stellar Forge. Tied again, but comments in this thread convinced me that it could be put off.
We don't really have a hard policy on it. If a really important or delicate issue came up, such as war or a big ticket item, I guess I might come back for further input.
