Looks like the borders are somewhat messed up - and the city border color of NIELIH should be green (it's definitively mine):
The opponents had just created a city right where the cute loops are to be found. I attecked it, razed it, and now admire the artful border shape...

If this persists through a save/load, please post the save to drop.io and link it here so the devs can test on that particular case to improve ZOC drawing.
Well, as soon as I took the last two cities, it fixed itself.
It seemed to think that this wood saw belonged to my opponent...
My apologies for not saving at this point...
This is not new to 1.07. I have seen this several times in previous builds.
