A) He sucked, but has 76% win ratio
He quit at the exploitable time, but I think due to lag, was unable to pull off an exploit. Him urging the host to quit near the end was odd enough.
C) LOOK AT HIS GAME LIST. Go to page 2 and beyond. Literally half the page is "incomplete" and the other half "win".
D) Listen to his bullshit: "The other people dropped on me in those games". Really? All those "wins" you got, they didn't drop, but the other half of the games that would normally say "lost" for nearly everyone, says "incomplete" for you. According to the averages, he's saying the opposing team drop-exploited instead of just winning and every game SStarkiller WON, the losing team took it like a champ.
Take it for what it's worth, but I wouldn't let him in your game, he's willing to wreck it in the name of his "ratio".
And no, the "hall of shame" is not that great. Not updated, subjective judgments, and nobody checks it. IMHO, better to put out a warning and perhaps our special case will stop cheating if he thinks he's been caught.
