Way to turn off auto upgrade globally?

I know you can do it from the governor screen, but is there an option to stop auto upgrade globally? Christ it is annoying.

By the way, Manufactoring center > Industry sector. Builds 3 times faster, 4 less maint and only a difference of 2 mp.
