A.I. Behavior In Multi-Player Games

I'm curious with the latest release if they have fixed the A.I.?  I thought they had until tonight, A.I wasn't doing a thing that I ordered, it would just sit at a planet, I'm hitting defend, defend, defend yet it just sat there doing nothing.  Is this a legitamate bug and I'd like to ask if anyone else experiences this.  Maybe someone knows something I don't in the manipulation of the A.I. during gameplay.

is this in vinnila because i saw it happen in a game of regular soase massive fleet that did nothing
