Need Help with "A Nightmare On Dithir"

I have more than enough agents, but the Korath just aren't building anything on dithir for me to put agents on. Maybe I should just raise the difficulty, (playing on low, level, first time I played the camapagin.) but I need to be sure.

Yeah, unfortunately if you play too low the AI might be too busy drooling to build enough things to spy on

I read where another player first invaded the planet, built on it and them gifted it back. Maybe you can try that.

Never thought of this solution. That's called "thinking outside the box"!
Stupid me was giving them 10000 BC to speed-up their build, and still waited endlessly.

As far as winning the scenario is concerned, there's no point in it. All you really have to do (assuming Dithir has enough spyable tiles) is start churning out spies, find Dithir, and survive long enough to dump all the spies at once onto the planet.
