Galaxy creation problem

According to the manual the galaxy size shoud be as follows:
Medium: 6x6 sectors
Large: 9x9 sectors
Gigantic: 16x16 sectors
But when I create a galaxy it is actually the following size:
Medium: 5x5 sectors
Large: 8x8 sectors
Gigantic: 18x18 sectors
The other sizes are the same as stated in the manual. Can someone please explain why my medium, large and gigantic galaxies are different to the sizes stated in the manual?
