race customization and the tech tab

Create a (completely) custom race?

I don't think you can alter the starting techs of the stock races.

If you pick an existing race to play as like Terrans, Drengins, etc.. they have certain techs already & you cannot change those. A completely custom race will let you change.

You can change the custom races in the .xml files of rac, but not in the game itself

While you can edit the xml files, be aware that if you edit the metaverse XML files, your game will be flagged as cheating.

If you don't plan to submit, then go for it!
