I was just playing along and some questions came up.

1. Does switching techs in middle of researching it lose all progress on the old tech?

and

2. Does a mining starbase have to have a planet in its area of effect to get the bonus or does the whole civ see these benefits?

1) No, you retain your progress on the old tech. If you switch back to the old tech at some point, you will pick up where you left off.

2) You gain the mining bonus accross your entire civ.
