Sorry to hear you are having issues. Need more details,
- Windows 10 or 11? And version and OS Build number. Before and after reformatting. Use Winver.exe.
- Start11 version installed.
- Do the pinned applications gone from the taskbar, or it still appear but only generic icons with not working links?
- Screenshot might help us understand the lost link apps better. Perhaps the location on the app changes on the new reformatted system.
