The Start11 right side menu scrollbar (Windows App Style) has what I want to call an odd quirk.  When I have the pointer placed above or below the slider in the scrollbar and click, the slider moves up or down as expected, BUT, when I have the pointer in the scrollbar while also over the end of a drop down menu the slider will remain stationary and the drop down menu will open instead. It's like the scrollbar layer is under the menu layer.  This doesn't happen in the Windows Pro Style.  Is this normal?  Can it be fixed?

I've made a short video to demonstrate this behavior but don't see a way to attach it to this post.  Hints?
