To make the scenario like mine, you would need to add a couple more groups. My top-most group is one row tall. In fact, my top two groups are only one row tall. Further, my top group/row is full. The next group/row down has room for one more icon, and the third group down is multi-row with two full rows and no partial rows of icons, but room to expand to a third row because there aren't any icons below the second row.
I cannot move icons within the top-most group/row, but can move them to another group/row - perhaps because they have room for another icon. I can move icons from either other group anywhere I want on the same row, to another row, or to another group, except to the first group/row.
You show moving icons around in the same group which is three rows deep and with room for a few more icons. Also, you are showing a center-aligned start menu, whereas mine is on the left.

I set up a start menu like the one in your video using the Windows Pro style, and I am not experiencing the issue you are seeing. It's possible I don't have the same exact Start11 settings as you. I did find that if I had "Show recent documents" turned on, if I tried to drag a shortcut down into the Recent documents area, I got the orange highlight you are seeing, which makes sense.
Bill is having the same issue and he is using group tabs.
It very well could be an issue with Start11v2 - 2.03 Did you see this issue with previous versions of Start11v2, or did it just start with 2.03?
It could also be an issue with an incompatible software on your system.
If you are willing to do the purge and reinstall, and still experience the same issue, then it is probably something unique about your system.
Out of all the installations, worldwide, of Start11v2, you and Bill are the only two reporting this issue.
Personally, I have never had to uninstall, reinstall, or purge Start11v2 and have been using it since the very first preview build. And I also did an in-place upgrade from Windows 10 Pro to Windows 11 Pro without having to uninstall or reinstall Start11v2.
