Okay, it start happening when you update Windows recently, yes? It might be that the Windows updates is not perfectly installed and causing the issue. Can you tried rolling back Windows update to the previous version and see if that work.
Note: We are trying to suggest steps for you to try, but if you aren't willing to help yourself with it. There is nothing much for us to do.
Second Note: Clean boot is just for short time just to confirm that it work without any other application running and a new clean admin account. Lot of time, just simply create a new admin account resolve the issue. I am not saying it will surely resolve your issue. But it worth to try.
