As I mentioned in your other thread, [Link], I don't think so. Unless you use a small size or big size fonts. You can see some of Neone6 skin is using different font which is bigger in size by default so the size of the Startpanel fonts goes along with it. For example : https://www.wincustomize.com/explore/windowblinds/9399/. I never try it personally, but logically it should work. Try to find small size fonts if you wish to make it small.
Else, an easier path, mod your graphics to suit those hard to change fonts.
