Hi - I have soundpackager working on my windows 10 pro 64 bit version. Here is what I did at least .....
The first bit is to download and install the free demo program (from stardock) in compatibility mode for either xp or vista. Also I checked 'run as administrator'
If it installs you can then try running the shortcut to the .exe program - again in compatibility mode (I think mine is as vista service pack 2) - also run it as administrator.
If the program soundpackager runs, and you can click on the different parts of the user interface and change to a different soundpackage, then the job is done.
If not then there are some registry keys using regedit that you can tweak that enable the system sounds to be changed. I think there are over 30 sounds that have reg keys like startupsound or logonsound, but many of them need the values changing to the same value as those of which are enabled. If you scroll down to the lower part of this web link (option 3) or do a search of your own you'll find what I am referring to.

I enabled all the sounds just to be sure. Soundpackager launches fine and I have technika as my sound scheme. I found the windows logonscreen sound didn't change in windows 10, so I used a simple non-stardock related utility that replaces just the default startup sound. I used a sample of windows vista media-centre opening....
and that is that - go for the full version, if in the sale!
