Hello,
Is there a local file for icons\fences that are organized by number of times opened. I had to delete/rebuild an icon, and would like to restore it's rightful position in order by adjusting approximate times it's been opened (compared to other icons in the same fence).

Not sure if this help you or not but by using " Snapshot " you can restore fences to a previous state.
open the fences app click on layout and snapping.

I believe that will only resort the folders, but as it sees this as a new icon, it would ditch it back to my desktop (and/or default fence). Was hoping there would be an ini or xml to edit.
