Perhaps I'm not searching properly, but I can find nobody reporting this issue. I had it both before and after the 1.4 update (Steam version). Whenever I complete a turn and more than one notification pops up (such as multiple survey reports or multiple races making offers), the first one disappears in the blink of an eye before I can even read it and when I respond to the one that stays on the screen, I have absolutely no way of seeing what I missed. Most of the time it isn't important; just survey notifications from what I can tell. But at least a dozen times I swear I missed being able to respond to offers from other civilizations. And once I tried attacking two different civilizations in the same turn and was unable to respond to the first notification asking if I was sure I wanted to go to war (so I had to attack them again). I'm playing the largest galaxy size (SP) with all available stock civilizations and at least a half dozen survey ships roaming the map, so it is very common for me to receive several notifications per turn. I had hoped this would be fixed with the update but it wasn't; I even started a new game to be certain. I have tried waiting several seconds, thinking maybe I was acknowledging the notification too soon. I have tried replying to the first notification immediately, but it disappears in as little as 1/10th of a second. Has anyone else had this issue?
This doesn't happen 100% of the time. Maybe 80-90% of the time, though I have yet to see a pattern as to what the difference is when the game actually decides to wait and let me acknowledge the first notification.
My guess is a lot more people are experiencing this bug than they realize. If I play a smaller map for example, it flies through the notifications so fast you can't even see them disappearing, so you don't even realize you missed anything unless you are paying very close attention. I have had absolutely zero other issues with the game. Not one crash or anything. Occasionally the sound will cut out, but that isn't a problem with the game. I'm sure it is Creative's buggy Win10 drivers (I have audio issues with Kodi and Netflix also since upgrading from the unofficial driver); I'm reinstalling the unofficial drivers today, but I highly doubt that is causing notifications to disappear like this.

RAM: 128 GB DDR3-1600
GPU: 2x GTX 980
I realize this isn't a top-of-the-line system, but it is hardly a slouch either and I've seen no noticeable performance issues with GalCiv3, so I doubt that's the issue, unless it has something to do with Win10.
Update: by the way, why, oh why, are these types of notifications not available on the Notifications tab as they were in GalCiv2?????? Shouldn't a sequel be an improvement rather than removing useful features from its predecessors? I am glad the 1.4 update finally brought back the ability to easily change production focus per planet rather than forcing us to use the wheel on the govern screen. But come on people! I have been a HUGE fan of GalCiv from day one (literally). But I feel like Stardock let me down here.
Update 2: Here are just a few of the troubleshooting steps I've taken:
- Complete uninstall and reinstall
- Upgrading and downgrading video card drivers
- Disabling Steam overlay (don't use it for this game anyway)
- Disabling all but one monitor (a long shot, but I was getting desperate)
Update 3: To whomever or whatever added the referral to Google, did you not read the first sentence where I said I had already searched for this issue? If you know of an article referring to this specific bug then great, but searching for any variation of this problem results in no relevant pages whatsoever.
