Don't know if it is a bug or not but it seems the AI should do better at fleet building. Always play on challenging and up. The AI does build fleets BUT i have seen many times where the AI has a stack of ships & pleanty of logistics, yet it leaves them as singles and lets me kill them 1 by one. It is actually a pain to use up 5 move points and kill them one at a time.
