Beta ver 0.95.5.0During a game against the Thalan civilization, I was unable to declare war on them.They only had 1 planet, so it can not be the Pragmatic Negociator I trait, there was no U.P. resolution, and I had no treaty with them.
You will need to post a savegame for that one, either through a support ticket, and/or link it with dropbox, or another file sharing site.
