The display in the upper right that shows your resources can allow them to overlay each other. In this screen shot the Elerium and the Manufacturing Relic are on top of each other (extreme upper left). In the screen shot you can see the tooltip for Elerium, if I move the cursor a pixel or two to the right the tooltip changes to show the Manufacturing Relic:
