I have been playing my first game of GalCiv3 for a few hours now and I began to notice something.

On some planets I can't build a Market Centers (on empty spots) while on others I can.

I think it has something to do with the fact that on the planets where I can't build Market Center I have 1 or more Shopping Centers.

When I destroy all of my Shopping Centers on the planet I can build Market Centers again (and increase the amount of commercial buildings I have).

Note: With a few buildings on the planet I can still build Market Centers.

Note2: Checked if reloading or using different safe game helped, but it's persistent.
