In my first game of 1.4 I've encountered a enemy city that is landlocked (two tiles separating it from the coast) that somehow has a Transport ship it in.  Whenever I go to fight it I'm forced to auto-resolve and every time I do I easily beat the defenders but the city remains under the control of the AI and I'm no longer able to progress the game, the end turn button and shortcuts do nothing.

I uploaded the saves if they can be useful.  "One" is just before the war with my army standing outside the town.  "Two" is after auto-resolving the fight against the town and being unable to end the turn.
