Id say both defeating enemy Sov's (the first time) and entire factions should give fame for sure. Defeating a faction/Sov should be treated like a quest with a reward screen.
Also I don't think defeating a faction is genocide. The population in their conquered cities is still around. (Unless they surrender, in which case I always thought they all suicided from depression).
If you get the unrest down, you could even have them as happy members of your empire.
If you raze their cities, the people have to become refugees, wandering through monster-infested wastes without food. THAT'S genocide, effectively!
Razing cities as opposed to conquering them is of course another matter, and the Fame award should reflect this.
This being said, Evil Champions might respect you more because of your willingness to do this, as opposed to Good Champions that will want to oppose your efforts by joining other factions.
That brings up an interesting idea. Razing cities adding Fame to Kingdom players... or at least Players who have a history of not razing cities! Heroes flocking to your banner to oppose the Magnar menace or whatever! Not sure how you would track/implement that one, but an interesting concept nonetheless.
