There are still lot of food left in the city, but growth is zero, because of "no more food".

It means you hit the population limit, in other words, you need more food before growth starts working again.
If you hover over the Level Progress Bar on your City it should tell you exactly that.
Fox, in the second screenshot he posted, it shows he has 375 food with only 191 population, so that's not it. Considering the information in the screenshot, I can't even imagine a scenario where the growth would still be 0.
Some more info: it may be a display issue, happens only after loading a saved game.
Pressing next turn button fixes it, and the population seems to be growing even in that turn.
It almost appears like the thing you built or implemented on that turn doesn't take effect until the next turn. Most games give you the items benefits on the turn created or used. I've seen this myself in my games where I get growth on the next turn.
