Shadowbolt damage tooltip is calculated with the damage increasing traits (warlock, mage specialization, weapon bonus, etc.) but the actual damage is the base damage from the spell.
i made a topic about this the other day. it does seem that shadowbolt is bugged. most other spells work fine. the fire equivilant is far stronger anyway
Unfortunately there are several other spells with this problem, like Horrific Wail (d2-w2), or Sunder (the anti-elemental spell).
It's very noticeable when fighting Wildland "Bosses."
It's fixed in the next patch:
"Spell Damage modifiers now work on CurHealth spells (like Shadowbolt)"
