I tried casting this spell on a city with unrest; I get the message that there can only be as many enchantments on a city as there are essence. I cleared the city of enchantments and tried the spell and it still does not allow the spell to be cast on a friendly city.
Hmm, works for me if I dispel other enchantments. Anyone else running into this? Can you provide a save?
i don't have an archiving program; if that makes a difference.
