I've noticed that I can see the build queues in each of my foes cities although I don't have any treaties with them. I might not even know them (see other thread: http://forums.elementalgame.com/432095). Is this intended?
It was late yesterday and I haven't had the time to verify this observation in another (save-)game but maybe other players are seeing this too?
