UNsure if this is a bug, it probably is, but I tried to use Vertar's Howl on some Skaths that were annoying me, accidentally cast it on my sovereign due to hititng my own tile, I killed myself with the spell (I had a ton of water shards).
Even though I had 3 other cities- game over.
