Iam using windows 7 home basic 64 bit OS the logon studio did not work on my system. plz help to solve the issue

If it is a Toshiba, or even if it isn't, try this: change the name of the file in windows/system32/oobe/info/backgrounds - to backgrounddefault.jpg.bak
