When I installed stardock apps my windows started to keep moving after I stop and let go of the mouse...
I uninstalled everything except Fences, icon developer, icon packager and tweak, but it still does it...
How can I turn this off?

It sounds like you have WindowFX installed and have enabled the momentum option. Turn that off and see what happens.
