Let's do this!
1) FARMER'S MARKET doesn't feel like a hard enough choice to make. Trading 1 food for 1 gildar is a choice I'd make any day unless I had a city that was hovering RIGHT on the next level and needed every scrap of food it could. Maybe change the -1 food/grain penalty to -5 food/grain or -10 food/grain. Something so that it actually feels like I'm making a choice, especially since a single Bakery in your kingdom allows you to build a Farmer's Market in every city, no problem.
On the plus side, .90 finally feels like I'm having to make choices about city development and that those choices create tangible effects. Way to go.
2) When I click on a Stables on the strategic map, it reads as giving me "0" horses per turn. In reality, it's giving me .25, but you might want to consider not casting that as an Integer on the info readout.
3) MOVING THE CAMERA IN TACTICAL COMBAT is an utter trainwreck. Is there any way to pan other than zooming in/out an "inching" your way over?
4) When you get a city upgrade, it would be nice to able to view the city details before choosing an upgrade.
.90 is kicking a lot of ass, I must admit. It's finally looking like a game I would buy.
