Ok, so I've killed Lord Malarkin about 30 times or so and lately he simply grabs a new army and comes at me again the very next turn (with whatever health he recovered in that one turn). Could it be that the recover penalty doesnt kick in for sovereigns once they get all negative traits?
Anyway issue is that enemy sovereigns dont need to restore.
