Got this with the volcano guy ( delir of the pyre ? ) - when attacking him all that appeared was a lot of fire elementals and snakes - after killing them the game rewarded experience/quest text as if the boss has been killed as well.
Yeah, I got that one as well. Seems a bit strange to allow you to build a stack larger than the battle-screen cap...
I hope they fix this to allow as many units in tactical as possible. A hard limit would kill modders.
The elemental defs has this:

but I don't see anywhere else what a party can contain.
There are only 9 slots on the party HUD, so....
You can spawn units at the beginning of every tactical battle. An army of 9 could turn into an army of 50 once the battle starts.
