Playing as a kingdom I captured a couple of empire cities. I can raze them easily enough, but what I would like to do is convert them. This would be a slow process unless a particular spell is used (call it "Convert City") and would require the use of missions or temples. During this process the chancce of the population rising up and creating mischief (random monster spawns) should be checked for, starting on the first turn with a high percentage chance and slowly dwindling as the conversion process proceeds. Possibly make the spawn start off with a higher level bad dude. This would require that the new owner of said citiy keep a substantial garrison in the city.
