the camp's population does not count towards usable population, only counts towards level of city. i kept wondering why i didn't have enough population to build anything, then i realized that without the 100 bonus population, i would not have enough to build what i wanted to build.
side note: combat is still annoyingly slow. just give us an option to turn of the animation for christ sake.
