Oh ya -
It's not uncommon for my display properties window to "remain" on the desktop after I click the "Ok" button to close it. It's just a matter of the display not being refreshed, I just have to right-click on the desktop and click "refresh" to get rid of the remnant, or choose the "cancel" button instead of "Ok" after applying any changes. That's been going on for awhile and I've gotten used to it. I attributed that little quirk to running a lot of overhead on my older computer.
Maybe that's what you're talking about?
