why in the hell should he have to mod the game into playability?
why do you think that simply because YOU are not having a problem, that everything is alright? the devs have already admitted that different hardware configurations are the source of many of their woes. so you have a similar setup to the ones that they tested the game on. good for you. most of us don't.

Look, the OP is exaggerating the lack of resources in game maps, he needs to try some new maps or research the Adventuring technology that reveals new resources. Its not the games intent to start you off with a bunch of libraries, metal mines, old forests, and arcane research temples; that'd make it to easy.
If the OP really doesn't like it then, yes, he can design a mod that addresses these issues if he'd REALLY like to fix it and make more resources spawn. I'm not saying that he should but it certainly is an option.
The game isn't unplayable without a bunch of resources, you just need to make it work. The same thing could happen to you in something like Civilization when you get a bad start and find that you have no iron, copper, oil, uranium, or aluminum... it sucks but, sometimes, you just have to deal with the cards you been dealt.
Lastly, I too have been plagued by the hardware problems getting the game to run properly. This machine can run Civ 4 decently but I can only run Elemental on the cloth map despite all the patches and updates. It just ain't happening. My main machine also runs into problems after 50-100 turns. This much is a problem that they still need to further address.
