I started a new game after downloading 1.06, set my affinity for cpu 0 so the game is playable, and was happily wandering around the map conquering peoples when I came across a peoples I couldn't conquer.  When I hover over the city of Iyana it is reported as an Altaran caravan.

I have a non-aggression pact with Altar, since I don't know where their cities are yet, but I declared war on Iyana only to find that I cannot attack them either because their city is being reported as a caravan or because there is a caravan sitting in their city doing nothing that has been there for fifteen turns straight.

I have the save game, and I have reloaded from said save game to see if the problem persisted (it did), and will happily provide said save game through any means requested.

By the way, loving this game.  Hope we get most of these issues cleared up soon.
