Before i put my money down i just want to know if i buy it now from Stardock/impulse i will be able to download and play it now?

Yes you will be. If you choose a box, they'll ship one, or you can do download-only. Either way you'll get immediate access.
i live in France and have pre ordered monthes ago. I haven't got any problem , i imagine it will be the same in GB.
