Yes, you pay the full price of the game, get beta access, then you get the full game at release. The beta is for actual testing and is not a demo, so if that's what you're after (given the "$5 is more fair" comment), I'd strongly advise skipping it.
We will most likely have a free demo at some point after release if you'd like to try it out without making a commitment.
