Asteroid: .025/sec
Desert: .125/sec
Ice: .125/sec

Is there a table for civ infra upgrade costs, btw?
Of sorts.. you can check PlanetAsteroid, PlanetIce, PlanetTerran, etc and they list out the stages of all of their upgrades and how much they cost.
Don't know of anyone that's pulled the data out and made a spreadsheet out of it, though.
