Hope its not too late even though the TA beta forums close....

In the customize civ area (at the beginning, new game) if I use custom civ with minor race tech tree I can add some techs mutiple times and it takes the points away each time. I did it by adding Traditional Research  highlighting it on the right and clicking add again, then repeating....

I dont know if it was brought up in the forums before they went away and I dont think it cuases any realy harm but its something I noticed....
