Frigate "Abilities Disabled"

I was playing my first game last night and noticed something I can't find the answer to. I researched the Deceptive Illusion ability for my frigates and while the Ability shows in the action grid and everything is set (no cooldown timer, full antimatter, Autocast is on) the info card for the ability shows in red "Abilities Disabled" and as far as I can tell none of my frigates are using the ability. My cap ships are using their abilities just fine so I'm kind of perplexed, help is appreciated.

Were they in battle at the time? There are at least 2 abilities that can cause abilities to be disabled, Ion Bolt and Armstice. I think the Advent have one too.

That red abilities disabled tends to mean they've been hit by something, can they use it when you build them?

That means that one of the effects of the ability is to disable abilities (if a ship is actually disabled itself, you'll see a number of red disability lines in the main infocard for the ship).

Wait until your entire fleet is shutdown and can't move. That's fun.

This occurred when the frigates were not in a battle.

Read kryo's post, one of the effects of the ability is to disable abilities, not your frigate's abilities are disabled.
