i think there should be native forces on neutral/non-player/ai controled planets.
includes:
1. have and can only have x number of planets (7 max and the max can be changed for multiplayer/singleplayer games)
2. can only build a certain amount of ships and ship types
3. rarely attack and only attack if ai/player gets too close and (when starting a game this way) the agressiveness can be changed prior to the createion of the game.
4. not pirats (who attack alot) but the changes in agressiveness will be:
lv1:will not attack at all unless units get too close (easy mode)
lv2: will attack occasionaly/frequently (medium)
lv3: will attack frequently/agressivly (hard)
lv4: (only for skilled players) VERY AGRESSIVE (supream difficulty....attacks very very frequently....though not as frequently as pirats/easy ai.)
5. will have very limited teching (can be changed)
6....... everything from ship types to tech to planets can be changed via modding or if you can via createion of level/game/mulitiplayer gal. conquest plz guys....i need major feedback
