I'm afraid not. It's not likely to happen any time soon.
In Windows XP, the bundled visual styles (.msstyles) actually had a documented skin format.
But in Windows Vista, the .msstyles are basically a glorified bitmap resource that is a huge pain to disect.
And while I am biased, I think it is fair to say that msstyles on Vista are hopelessly crippled. On XP, you could at least make a pretty good skin. I am not sure it's possible to make anything that isn't a total Aero derivative on Vista.
