Gameplay issue...

I ran into a problem where I "lost communication" with a planet. The planet was taken over by an enemy. I went in and destroyed the planet and re-colonized the planet. Upon completion of re-colonizing the planet, the planet was owned by that same enemy. Every subsequent planet that I destroyed and re-built was owned by that same enemy.

Unless there is some issue with planetary communication that I do not understand, this appears to be a serious gameplay issue. I saved off the game. Is there a way to send the saved game or dump the logs? How do I submit a bug report?
