Bonus multiplier?

Hey guys, I have a question about capital improvements.

Say you have a tile with artifacts on it (+100% research). If you build a Technological Capital on that tile, does the effect of the Technological Capital suddenly become +200%, or does it stay +100%?

No, bonuses only apply to buildings that produce things, not multiply them.
