I have sometimes been able to add more ships when i create fleets then my logistics allows.
for example, i had eight small fighters in a fleet and just 21 logistic points. 3+3+3+3+3+3+3+3 = 24. i found out that if i click quite fast on the ships icons that will join my new fleet, some of the fighters logistic points where not counted for.
